A listening ear, support and information to break the silence around elder abuse

What is elder abuse?

The Québec Government uses the definition of abuse adopted by the World Health Organization for the Toronto Declaration on the Global Prevention of Elder Abuse in 2002, which included the following definition: “Elder abuse is a single or repeated act, or lack of appropriate action, occurring within any relationship where there is an expectation of trust which causes harm or distress to an older person.”  Seven types of abuse are defined:

  • Psychological
  • Physical
  • Sexual
  • Financial
  • Organizational
  • Ageism
  • Violation of human rights

Confronting elder abuse

Montréal’s police department (SPVM) developed targeted intervention programs. The Réseau FADOQ, CIUSSS du Centre-Ouest-de-l’Île-de-Montréal and Sûreté du Québec (SQ) launched Senior-Aware program designed to counter abuse, fraud and intimidation targeting seniors.

The Senior-Aware program is the result of the cooperative effort of the FADOQ, SQ and CIUSSS du Centre-Ouest-de-l’Île-de-Montréal.

SAVA Intervention Project (support for victims of elder abuse), an initiative of the Montréal police service

PAIR program:  The subscriber receives a call at a predetermined time, every day. If the subscriber doesn’t answer after three calls, a responder or police officer goes to the person’s home. Subscribers can also opt to receive calls to remind them to take their medications or blood sugar measurements, for example.

Senior-Aware – Bullying

On 26 September 2017, Senior-Aware introduced a section on bullying on their French Website. For the past several years, different levels of government as well as Quebecers in general have been concerned about bullying. 

In the wake of this movement, the Réseau FADOQ, CIUSSS du Centre-Ouest-de-l’Île-de-Montréal and Sûreté du Québec—three partner organizations of Senior-Aware—joined forces to fight elder bullying. The new bullying section shows they are committed to this issue. The topic of bullying has been added to both the Senior-Aware reference guide and the facilitator’s guide. Two videos on bullying were also developed especially for the program.
